Manuel was born to the union of Manuel Richard and Ida Rilley August 21, 1947. He was baptized at an early age.  Emanuel was married to Annette Green January 21, 1973 and to their union two (2) children were born.

Bro. Rilley was a member of Cornerstone Interdenominational Ministries where he served faithfully until his health failed.

Bro. Manuel leaves to cherish his memories a devoted wife, Annette Rilley, 2 sons, Emanuel Rilley, Jr., Joshua Rilley, 1 nephew he raised Menkawe El-Shabazz, 4 sisters, Laura LeDuff, Shirley Tucker, MaryAnn Richard and Isabella Richard, all of Baton Rouge La. 2 grandchildren, 1 great-grandson.

Preceded in death, mother, Ida Rilley, father, Manuel Richard, a brother, Earnest Morland and a sister, Lucille Morris.

A public visitation and Funeral Services are scheduled, Saturday, July 17, 2021 at Cornerstone International Church. Visitation is from 9:00 AM - 11:00 AM and  Funeral Services will start at 11:00 AM.
